Go MAEDA 1bc0c82a74 Revert r24142 and downgrade sqlite3 gem to 2.7.4 to fix UserQueryTest failure (#43466 ).

sqlite3 2.8.0 causes the following failure:

UserQueryTest#test_group_filter_any [test/unit/user_query_test.rb:150]:
Expected: [8]
  Actual: [8, 8]
