29bad5d405 Change the way commits are indexed for revision graph (#42762). 
The original curve design made it difficult to identify which commits were connected, when several commits existed between the connected ones on the branches.

Now, connections between commits on different branches are more easily recognizable in typical scenarios.
The new curves connect from the left or right side to commit that already have vertical connections, and from the top or bottom to the last or first commit on a branch, respectively.

4c3e43614a Remove redundant direction rule from rtl.css (#43506). 
The HTML element now always declares text direction since r24151, so `html {direction:rtl;}` in rtl.css is no longer needed.

d90d192f48 Introduces issue webhooks (#29664): 
* users can set up hooks for issue creation, update and deletion events, for any number of projects
* hooks run in the context of the creating user, and only if the object in question is visible to that user
* the actual HTTP call is done in ActiveJob
* webhook calls are optionally signed the same way GitHub does
