83d4c9c50b Do not propose trackers which disallow parent_issue_id for new child issues (#22345). 
also removes the tracker_id from the "Add new child issue" link in case it
doesn't allow parent_issue_id

64afa24a7f Replaces acts_as_list with an implementation that handles #position= (#12909). 
Objects are reordered using the regular attribute writer #position= and AR callbacks.

7467c145c0 Replace uses of image_tag() with CSS (#21256). 
* Replace image_tag() with CSS classes
* Create some CSS classes where necessary
* Change "check all" positioned on the right in "Trackers -> Summary" and
  "Roles -> Permissions report" instead of left like in "Worfklow"
* Add missing title attribute in a few places
* Makes some lines shorter while at it
