8e86f7d6cb Use mocha >= 2.0.1 (#39070). 
Allows compatibility with the latest Mocha version for Ruby < 2.7. Mocha 2.0.0 had a LoadError with Ruby 2.7, fixed in Mocha 2.0.1.
