ffce07e785 Start working on replacing old icons with SVG icons (#23980): 
* Introduces IconsHelper with methods to render SVG icon from a sprite file.
* Adds SVG sprite file with icons mainly from Font Awesome, but also from Material Design Icons and Fluent UI System Icons (based on the work made by Takashi Kato (@tohosaku)).
* Replaces specific icons with new SVG icons.
* Temporarily keep all old CSS icon definitions for backard compatibility.

7467c145c0 Replace uses of image_tag() with CSS (#21256). 
* Replace image_tag() with CSS classes
* Create some CSS classes where necessary
* Change "check all" positioned on the right in "Trackers -> Summary" and
  "Roles -> Permissions report" instead of left like in "Worfklow"
* Add missing title attribute in a few places
* Makes some lines shorter while at it

a0c495b953 Displays thumbnails of attached images of the issue view (#1006). 
This behaviour can be turned on/off in Settings -> Display (off by default). Thumbnail size can be configured there too.

a8985e8ac4 rename .rhtml to .html.erb of app/views/attachments/_links.rhtml. 
:rhtml and :rxml were finally removed as template handlers at Rails 3.1 RC4.
